Olivier Garnier joined the Institut Montaigne in April 2026, as Senior Fellow on economic and financial issues.

From September 2017 to March 2026, Olivier Garnier was the Chief-Economist and Director General at the Banque de France, covering economic and monetary research, statistics and international relations. In this position, he served in many international fora (ECB, BIS, IMF; G7/G20, OECD, etc.).

Before joining the Banque de France, he was the Group Chief Economist of Société Générale and a member of the Group’s General Management Committee. He has also been from 1998 to 2009 Chief Investment Strategist and then Deputy-CEO of Société Générale Asset Management.

He started his career at the French Ministry of Finance in the mid-1980s where he held various positions. In particular, he was the Economic Adviser to the Treasury’s Director in 1992-1993, and then to several Finance Ministers from 1994 to 1997. He also served as a staff economist at the US Federal Reserve Board in Washington DC from 1990 to1992.

Olivier Garnier was a member of the Economic Advisory Council to the French Prime Minister from 2002 to 2012 and chaired the French Economic Association in 2021-2022. He was a Trustee of the Centre for Economic Policy Research (CEPR) and a member of the Board of Directors at Paris School of Economics (PSE)from 2018 to 2025. He is currently a member of the French National Productivity Board and of the Euro-50 Group.

He has taught at the University of Paris-Dauphine, HEC Paris and Ecole Nationale de la Statistique et de l’Administration Economique (E.N.S.A.E.).

He is a graduate of Ecole Polytechnique, Ecole Nationale de la Statistique et de l’Administration Economique (E.N.S.A.E.), and the University of Paris-Dauphine.
