Irène Hors

Head of the France China Climate Initiative, hosted by the France China Foundation

Irène Hors worked with the OECD for 23 years. She was OECD Representative in Beijing (2007-2013), Head of Division in charge of the Organisation’s relations with emerging countries (2013-2018) and Deputy Director of the OECD Public Governance Directorate (2018-2020). Irène also worked as Advisor to the Secretary-General of the China Development Research Foundation, an agency of the Development Research Centre of China’s State Council (2007-2010). She is President of the France China Foundation’s Steering Committee since March 2021.

Senior Associate Fellow at MERICS et Associate Researcher at IFRAE, Irène Hors is Head of the France China Climate Initiative hosted by the France China Foundation. She is also a co-founder of the Fondation France-Asie.

Irène graduated from École Polytechnique (Engineer), École Nationale des Ponts et Chaussées (Engineer), and École des Hautes Études en Sciences Sociales (Masters Degree in Institutional Economics). She was nominated Yale World Fellow in 2005. A French national and an Overseas Citizen of India, she speaks French, English, Chinese and Spanish.
