Marc Lowenthal

Expert on Intelligence - Former Assistant Director of CIA

Dr. Mark M. Lowenthal is an internationally recognized expert on intelligence. 
 
From 2002-2005, Dr. Lowenthal served as the Assistant Director of Central Intelligence for Analysis & Production and also as the Vice Chairman for Evaluation on the National Intelligence Council. Dr. Lowenthal was the Staff Director of the House Permanent Select Committee on Intelligence in the 104th Congress (1995-97). He also served in the State Department’s Bureau of Intelligence and Research (INR), as an office director and then as a Deputy Assistant Secretary of State. Upon leaving government service, Dr. Lowenthal was President and CEO of the Intelligence & Security Academy, LLC, a national security education, training and consulting company, 2005-2019.
 
Dr. Lowenthal has written extensively on intelligence and national security issues, including twelve books and over 100 articles or studies. His book, Intelligence: From Secrets to Policy (Sage/CQ Press, 9th ed., 2022), has become the standard college and graduate school textbook on the subject. His history of U.S. intelligence, Vigilance Is Not Enough, will be published by Yale in May 2025.
 
Dr. Lowenthal received his B.A. from Brooklyn College and his Ph.D. in history from Harvard University. He is on the adjunct faculty of the School of Advanced International Studies, Johns Hopkins University. He has also taught at Sciences Po in Paris, 2015-2023, and at Columbia University, 1994-2008.
