Emmanuelle Pinault

Director of City Diplomacy C40 Cities Climate Leadership Group

Emmanuelle created C40 City Diplomacy programme in 2015 and is in charge of leading C40's engagement in global policy debates, particularly the Paris Agreement on Climate Change and the 2030 Sustainable Development Agenda, as well as, more recently, COVID19 recovery at global and national levels. In 2016, she initiated the CitiesIPCC partnership, with the aim to raise the profile of urban issues in the IPCC, and in 2017, Urban 20, the cities’ space in the G20. Her work focusses on enhancing city climate leadership, champion ambitious and equitable climate action by others, and remove barriers to city climate action. 

Prior to joining C40, Emmanuelle worked as a consultant to the French Ministry of Foreign Affairs, CONCULTURA - El Salvador, UNDP, the Colombian Ministry of Culture, and Bogota Mayor’s Office, delivering cooperation projects and building diplomatic agendas in the sectors of culture, urban development and climate change. 

Emmanuelle holds a Bachelor’s Degree in Political Science, from the Institute of Political Studies - Science-Po, Lyon, and a Postgraduate Diploma in Sociology, from the School of High Studies in Social Sciences - EHESS, Paris.
