Semiconductors: launching the CHIPDIPLO initiative

Institut Montaigne announces the launch of the Chips Diplomacy Support Initiative (CHIPDIPLO) today. This 18-month project has been selected by the European Commission to help structure European economic foreign policy in the semiconductor sector. It is led by Institut Montaigne, under the supervision of Mathieu Duchâtel, Director of International Studies, and Marie-Pierre de Bailliencourt, Managing Director, with three other European think tanks: the Central European Institute of Asian Studies (CEIAS, Bratislava), the Centre for Security, Diplomacy and Strategy (CSDS, Brussels) and the EU Institute for Security Studies (EUISS, Paris and Brussels).

This initiative is fully aligned with Institut Montaigne’s ongoing work on economic security, which has been underway since 2021. This critical issue is addressed through various projects on reindustrialization, dependency management, climate and energy policy, technological infrastructures, and the defensive and offensive tools of geoeconomics.

"As global competition intensifies, Europe must take urgent action to safeguard its economic security. It must quickly define an industrial policy that reduces our supply dependencies. Semiconductors are a key element of our competitiveness and sovereignty. This project, entrusted to Institut Montaigne by the European Commission as a recognition of our geopolitical expertise, represents a step forward in our ambitions for reindustrialization." - Marie-Pierre de Bailliencourt, Managing Director of Institut Montaigne.

Three priorities to strengthen European semiconductor policy

As project coordinator, Institut Montaigne will play a key role as an interlocutor for the private sector and the European Commission, and in leading the consortium's activities and outputs.

Over the next 18 months, this initiative will aim to:

  1. Better anticipate and strengthen risk management for this strategic industry, covering production, access to components, supply chain diversification, and financing.
  2. Promote a more coordinated approach among stakeholders within the EU in areas such as innovation, industrial policy, and technology transfer controls.
  3. Expand expertise networks with key partners like the United States, Japan, South Korea, Singapore, and Taiwan, as well as emerging players such as India and ASEAN countries.

Over twenty dialogues and projects of European and international scope

To achieve this, the consortium will strengthen dialogues within the European semiconductor ecosystem (industry, research and technology organisations, think tanks) and upgrade exchanges with key EU partners.

It will provide European actors with policy papers, an interactive map and analytical tools to better manage geopolitical risks, and deliver regular updates to the European Commission on the challenges facing EU industry.

Finally, the project will showcase Europe’s strengths in industry and innovation through outreach activities on European soil, aimed at attracting investment and talent.
